In recent years, conflicting phenomena have occurred in the organization of the service of the rural population in recent years. Negative ones include a decrease in the volume of the existing fund of buildings and the volume of new construction. The fund of public buildings, which approached in the early 90s to regulatory security for most types of service, was lost by a quarter. The networks of children’s and medical institutions, household enterprises and libraries were especially affected. In the club network, the underlying peripheral link is almost lost. There are practically no utility and operational services – fire depots, baths, laundries, bakeries, operational offices. It is especially difficult to arrange a life of the population of population in need of social protection – elderly, disabled, immigrants.
The fund of all public buildings by about a third requires reconstruction. Against this background, in a relatively prosperous state, there are schools, especially the middle. Of the positive changes, we note, first of all, targeted and individuality of development: public buildings are being built in the place where they are necessary. Their capacity and composition correspond to the needs of the population.
Positive changes in the architectural and typological order include:
-Expansion of the palette of types of public buildings, including within the same species, for example, a nursery-garden is used among children’s institutions, only a kindergarten, a children’s club children’s club, a family club with a video cafe, a club with a library, etc. P.;
– Association of service institutions with production; The emergence of objects such as a household plant with a sewing shop, a service center with a baker, a shop with the processing of personal subsidiary products, etc.;
– the use of multifunctional public buildings using cooperation and blocking techniques;
– increasing the social significance of the school, using it for all groups of the population, especially in terms of sports, food, and training workshops;
-the development of a network of objects of sports and recreational order-pools, saunas, gyms operating on a social basis for protected population groups and on a commercial basis for a wealthy population.
